In order to drive in Germany, you must have some sort of valid driver's licence to operate a motor-vehicle. Depending on how long you stay in Germany, you can drive with your foreign licence or you have to change your licence in a german driving licence. If you are not in possession of a valid licence, driving in public traffic areas in Germany is prohibited, the fines are high and it is very dangerous to drive without any detailed knowlege of the large german rules and regulations.
